The £14.4bn Gateway Is Opening. Don’t Just Be Listed. Be the Obvious Choice.
The PSSS Summer 2026 release is one of the largest single procurement events of the year. Suppliers who position correctly now will carry that advantage for the full framework lifecycle. Suppliers who wait will spend the next two years catching up.
What’s Actually Happening This Summer
The PSSS Summer 2026 release will refresh supplier listings across multiple lots used by NHS Trusts, central government departments, local authorities and the Defence estate. Combined estimated spend through the framework over its lifecycle exceeds £14.4bn.
For incumbent suppliers, this is a re-listing opportunity. For new entrants, it’s the door. Either way, the suppliers who win the most call-off business over the next 24 months are the ones whose listings are dialled in on day one.
The window for getting that right closes when submissions open. After that, you’re stuck with whatever you submitted.
SME vs Global Giant: Why the Mid-Tier Wins
The standard assumption is that frameworks favour large suppliers. They don’t. They favour prepared ones.
Global giants have advantages on scale and brand. SMEs in the £5m to £36m bracket have advantages the giants can’t match: faster delivery, sharper specialism, genuine local presence, and real social value impact. Buying authorities know this and increasingly direct spend toward the mid-tier on purpose.
The blocker isn’t the buyer. It’s preparation. Most SMEs submit a framework listing in the same week they hear about the deadline. Then they spend two years wondering why nothing came of it. Neuven’s job is to make sure you’re not one of them.
What We Do
1. Lot Selection We map your offer against the available lots and tell you which one you actually fit, not the one you think you fit. This single decision drives 60% of the eventual result.
2. Service Definition We write your service descriptions in the language the buyers in that lot actually use, with the lot’s evaluation criteria visible on screen.
3. Pricing Strategy We build a pricing model that’s competitive, defensible, and structured to let you flex on call-offs. Most SMEs price too high or too rigid. Both lose work.
4. Social Value Build We construct your social value response against the specific authorities likely to use the framework, not against a generic template.
Book Your Discovery Call With Declan
Secure your spot with access to over £14.4 billion in public sector opportunities.
Q: What is PSSS and why does it matter? PSSS is a multi-lot public sector framework used across health, central government, local government and adjacent bodies. The Summer 2026 refresh is a once-per-cycle opportunity to either get listed or improve your current listing.
Q: We’re not sure we qualify. Should we still book a call? Yes, if you’re in the £5m to £36m turnover bracket and serve any of the public sector. The call is partly to work out fit. If you’re not eligible, we’ll tell you in five minutes and won’t waste the other 25.
Q: How much does the 90-day programme cost? We scope it per supplier. The number depends on the lot, the current state of your existing positioning and how much of the work you want to keep in-house. We’ll quote on the discovery call.
Q: Can you guarantee we’ll win work? No, and any consultancy that guarantees framework wins is misleading you. What we guarantee is that your submission will be materially better than it would have been otherwise, and that you’ll know exactly why you won or lost each call-off.
Q: We’re already working with another bid consultancy. Should we still talk? Possibly. Some suppliers use Neuven specifically for framework strategy and social value, and keep their existing bid writer for response work. The call will clarify whether that split makes sense.
