Operating under a flexible 4+4 year model (up to a maximum duration of eight years), the framework features annual re-opening points (estimated first re-opening: 10 October 2026) to welcome new suppliers and ensure long-term value. Lot Structure

  • Lot 2 – Master Vendor: Managed Service Provider (MSP) model to oversee workforce requirements, talent pools, and direct or accredited supply-chain delivery.
  • Lot 3 – Neutral Vendor: Independent managed service delivering full workforce supply through an accredited agency supply chain (maximum 20% sourced via affiliated businesses).

Social Value: 10%
