Crown Commercial Service (CCS) Consultancy and Professional Services Framework

Can you offer a complete range of consultancy and professional services including, but not limited to: strategy and policy, transformation and organisational design, corporate (HR/financial management/procurement), health and social care, infrastructure and public services, environmental and sustainability and restructuring and insolvency services to Government and wider public sector? Crown Commercial Service (CCS) is due to tender its Pan Government Collaborative Agreement for the provision of consultancy and professional services (a Management Consultancy 4 replacement) to be utilised by Central Government Departments and all other UK Public Sector Bodies.

The current proposed lotting structure is as follows:

Lot 1: Multidisciplinary – This lot integrates all services within lots 2 to 7 for engagements up to a maximum value of £1.5 million. This lot allows for the procurement of a broad spectrum of consultancy and professional services including (but not limited to): strategic planning and business transformation, technology and digital, security and welfare, financial management, HR and implementation and management.

Lot 2: Strategy and Policy – This lot provides a comprehensive range of consultancy and professional services focused on strategic planning, policy development and effective governance. This may include the identification of strategic options with detailed recommendations, as well as the robust implementation and delivery of initiatives to achieve organisational objectives and enhance public value.

Lot 3: Transformation and organisational design – This lot offers a comprehensive suite of consultancy and professional services dedicated to facilitating large-scale organisational change and design. This encompasses the strategic planning, conceptual design, and effective implementation of new structures, DRAFT processes and systems, with a focus on achieving performance improvements and managing the human element of transformation.

Lot 4: Corporate – This lot provides a wide array of consultancy and professional services encompassing financial management, human resources, and procurement. It supports organisations in areas such as financial accounting and reporting, strategic HR and workforce planning, and optimising procurement processes and supplier relationships

Lot 5: Health and social care – This lot offers a comprehensive range of consultancy and professional services dedicated to the health and social care sectors. It supports public sector organisations in areas such as developing alternative delivery models, improving healthcare operations, and implementing strategic changes to enhance public well-being and service provision.

Lot 6: Infrastructure and Public services – This lot provides a comprehensive range of consultancy and professional services focused on infrastructure and public services. It supports organisations in areas such as developing and managing critical infrastructure, improving public service delivery, and implementing strategic changes to enhance efficiency and public value.

Lot 7: Environmental and Sustainability – This lot provides a comprehensive range of consultancy and professional services focused on environmental and sustainability issues. It supports organisations in areas such as developing climate change adaptation and mitigation strategies, ensuring regulatory compliance, and implementing solutions for pollution control and natural resource management.

Lot 8: Restructuring and Insolvency – This lot provides impartial counsel concerning corporate restructuring and insolvency. While the precise nature of this advice will be case-dependent, Suppliers are required to demonstrate the requisite expertise in managing distressed corporate scenarios.
