The Government Commercial Agency (GCA) – formerly Crown Commercial Service (CCS) – has now opened the £7 BILLION Network Services 4 (NS4) Framework for tender.

THE OPPORTUNITY

Network Services 4 is the fourth generation of the Government’s Network Services Framework, building on its predecessors and providing Buyers with access to individual network and communications services or integrated end-to-end solutions.

With an estimated value of £7 billion, securing a place provides successful suppliers with access to a substantial pipeline of public sector opportunities.

Lot 2 – Local Connectivity Services (LAN)
Lot 3 – Voice / Unified Communications
Lot 4 – Contact Centre Services
Lot 5 – IoT & Connected Places, including Security & CCTV
Lot 6 – Critical Domain Services
Lot 7 – Paging & Alerting
Lot 8 – Audio Visual Services
Lot 9a – Critical Communication Devices
Lot 9b – Critical Communication Services Lot 9c – Critical Communication Software

KEY CHANGES FROM NETWORK SERVICES 3

NS4 introduces a number of significant changes and expanded opportunities for suppliers, including:

  • Expanded Lots 1 & 2 – broader scope across Internet/WAN and Local/LAN Connectivity Services, opening opportunities across an increased range of networking and connectivity solutions.
  • NEW Lot 9 – Critical Communications – three dedicated Lots covering Critical Communication Devices, Services and Software, creating significant new opportunities for suppliers delivering secure and mission-critical communications.
  • NEW Audio Visual Services Lot – a dedicated AV Lot following the closure of the previous Audio Visual DPS.
  • Broader Voice/UC scope – CPaaS and inbound telephony requirements are now incorporated within the wider Voice and Unified Communications Lot.

These changes mean that organisations that did not participate in Network Services 3 should reassess whether they are now eligible for NS4.

CAN YOU QUALIFY?

Key requirements include:

  • Appropriate D&B financial standing and Financial Viability Risk Assessment (FVRA)
  • Cyber Essentials Certification
  • Relevant previous contract experience supported by Technical Ability Certificates
  • Required levels of Public Liability, Employers’ Liability and Professional Indemnity Insurance before contract commencement
  • Compliant Carbon Reduction Plan

Minimum Technical Ability Certificate values range from just £10,000 to £150,000, depending on the Lot, making NS4 accessible to organisations of different sizes.

There are no additional accreditation or standards requirements at submission stage.
