A UK-wide construction framework for local and national contractors delivering public-sector works projects valued from £0 to £15 million.
Pagabo, on behalf of The Education Alliance, is preparing the third generation of its National Framework for Medium Works. The proposed four-year framework is intended for use across the UK public sector, with a planned start in January 2027.
The framework is intended to provide public-sector organisations with a Procurement Act 2023-compliant route to procure construction works from suitably qualified local and national contractors.
The pre-procurement webinar identifies new-build construction as the primary focus, with refurbishment also within scope. Contractors should be able to demonstrate delivery of complete construction projects; consultancy, product supply or specialist subcontracting alone may not establish suitability.
The proposed structure includes opportunities for regional contractors, with eight core and four reserve positions per lot and geographical area, subject to the final tender documents.
If you deliver construction projects for the public sector, or want to enter this market, now is the time to assess your suitability and prepare your bid evidence.
The Framework offers many benefits such as
- Public-sector access: A route to compete for construction opportunities across the UK public sector, subject to appointment and the framework’s call-off rules.
- Regional opportunities: Proposed regional-contractor places are intended to improve access for local businesses and strengthen local supply chains.
- Quality and value: The webinar illustrates a 60% quality and 40% price evaluation model, subject to confirmation in the final invitation to tender.
- Project-value choice: Five proposed value bands allow contractors to assess opportunities against their experience, financial standing and delivery capacity.
This is an opportunity to position your business for public-sector construction work through a proposed four-year framework. Appointment does not guarantee call-off contracts or a particular volume of work.
Proposed lots – individual project values:
- Lot 1 – £0–£500,000
- Lot 2 – £500,000–£1 million
- Lot 3 – £1 million–£4 million
- Lot 4 – £4 million–£8 million
- Lot 5 – £8 million–£15 million
Published works categories:
- Site preparation and building construction
- Complete or part construction and civil engineering works
- Building installation and building completion works
- Roof works and other specialist construction trades
The published notice includes wider civil engineering categories; the detailed specification will determine the works that can be procured.
Proposed eligibility and submission requirements:
Financial standing: The webinar describes an assessment using two years of reported accounts. Final lot-specific turnover thresholds have not been confirmed in the information available.
Common Assessment Standard: Listed among the proposed pass/fail checks, alongside project information, acceptance of framework terms and a bona fide tender declaration.
Construction capability: Prepare relevant project references and evidence of main-contractor delivery, health and safety, financial capacity and regional coverage, aligned to the final tender requirements.
Regional-contractor places: The webinar proposes a maximum annual turnover of £275 million and restrictions on geographical bidding. This is a regional-contractor definition, not a minimum turnover requirement for each lot. All proposals remain subject to the final tender documents.
