The Opportunity

NHS Shared Business Services Limited (NHS SBS) intend to put in place a Framework Agreement for the provision of Insourcing and Outsourcing of Clinical Services to be used by NHS SBS Approved Organisations.

This potential 4 year framework is designed to help approved organisations increase clinical capacity, reduce waiting lists, and support elective recovery through flexible service delivery models. It enables Trusts to bring in on-site clinical teams who work under existing Trust governance, facilities, and systems, making use of spare or out-of-hours capacity such as evenings and weekends, while maintaining continuity of care. Where additional capacity or specialist support is required, the framework also allows organisations to commission external providers to deliver clinical services off-site or independently under clear contractual arrangements. In addition, it supports access to high-quality diagnostic imaging and reporting services across a range of modalities, whether delivered through insourced, outsourced, or facilitated models, ensuring timely, clinically governed diagnostics aligned to local commissioning needs.

Current expected prerequisites for Bidding

To participate in this framework opportunity, organisations must meet comprehensive compliance requirements, including:

  • Cyber Essentials Certification
  • Previous experience of service delivery evidence will be required
  • CQC Registration – Required where regulated activities are delivered independently
  • Public Liability Insurance, Employers’ Liability Insurance, Clinical Negligence Insurance, Professional Indemnity Insurance.
  • Financial Assessment to be undertaken as part of the framework exercise
  • Clinical Governance and Patient Safety Assurance through Policies and Processes
