Kent County Council – Homecare Framework – Estimated £688 million contract value

Kent County Council has released their Homecare framework, with a submission deadline of Thursday 16th July 2026.

The Opportunity

Kent County Council is seeking Care Quality Commission (CQC) registered Homecare Service Providers to deliver support to Children and Adults living within the geographical boundary of Kent or surrounding areas as applicable, including individuals who may require homecare services while residing in prison settings.

This potential 8-year framework is designed to provide personalised, flexible, and safe care and support to Individuals to help them to live the lives they want to lead. For Adults, this may mean maintaining independence, dignity, and wellbeing in familiar surroundings. For Disabled Children and Young People and their families, it can mean creating stability, promoting development, and easing the pressures of daily care, ensuring that care is delivered in a consistent, well-managed home environment that strengthens continuity and trust.

Lot Structure:

  • Lot 1. Homecare for Adult Services
  • Lot 1 Additional Service. Care and Support in the Prison Setting
  • Lot 2. Community Support Services for Children

You can bid for both Lots but you can only bid for Lot 1 Additional Services – Care and Support in the Prison Setting if also submitting a bid for Lot 1 Homecare for Adults Services.

Current expected prerequisites for Bidding

To participate in this framework opportunity, organisations must meet comprehensive compliance requirements, including:

  • Cyber Essentials Plus Certification
  • Previous experience of service delivering evidence is required
  • CQC Registration*
  • CQC registered office in Kent and within 30 minutes of the particular Geographical Area selected by the bidder -Lot 1
  • CQC registered office in Kent or 2 hours traveling distance (car/public transport) from the relevant geographical area selected by the bidder – Lot 2
  • Public Liability Insurance (£10m), Employers’ Liability Insurance (£5m), Medical Malpractice (£5m), Professional Indemnity Insurance (£1m); Motor Vehicle Insurance (£5m), Personal Contents Insurance (£2m), and Cyber Insurance (£150k)
  • 3 Years accounts – Financial Assessment will be undertaken as part of the framework exercise

*Where your response is Inadequate or Not Yet Rated, you may be admitted to the Kent Homecare Open Framework but will not be considered for Call-Off Packages until you can evidence that your service is rated as: Improvement Required, Good or Outstanding.
